Two ways to keep a club from filling up. Charge everyone at the door, or let in exactly 300 people and shut it.
The cover charge makes money and leaves the number uncertain. The clicker makes no money and leaves the number certain.
A tariff is the cover charge. A quota is the clicker. This chapter is about every difference that follows from that, and about all the other ways a border can be closed without a tax.
