P_domestic = E x P_foreign
so E = P_domestic / P_foreign
Here E is quoted as units of foreign currency per unit of domestic currency, so for the steel example E is yen per dollar and the two prices are 10,000 yen and $100.
Always write the units next to each number before dividing. Nearly every wrong answer in these questions is a right division with the wrong pair.
