Rules of the game
Every game between strangers needs rules that nobody has to renegotiate each turn: what counts as a legal move, what settles a dispute, who keeps score.
Nations trading with each other need the same thing. What money settles a debt? What happens when one country keeps losing? Who lends when somebody runs short?
Answer those three questions and you have described an international monetary system. This chapter is the vocabulary for describing one, and the three tests for telling a good one from a bad one.
